Les Ormes Golf Club RULES AND REGULATIONS The Club shall be known as "Les Ormes Golf Club, hereinafter known as "The Club" The object of the Club shall be to foster the playing of golf on the golf course managed by Les Ormes Golf and Leisure Club and also to supervise and exercise control over the game as far as it effects The Club, and to promote the standing of the Club within the Channel Islands. MEMBERSHIP Full playing membership of the Club shall be open to any male person proposed by a full playing member who is up to date with his dues to the Club under Rule 3 below and is a member of Les Ormes Golf and Leisure Club. The proposal to admit any person to full playing membership shall be put to the general committee and if approved, the person approved shall become a full playing member of the Club as soon as he shall have made payment to the Club of the amounts scheduled in Rule 3 below and the annual fees required by the Les Ormes Golf and Leisure. A full playing member of the Club shall be a senior member, "senior" being a person who is not under the age of 18 years and who has played in three medal competitions in the preceding year. Those members who have not played in three medal rounds shall be deemed to be Social Members. A person who is under the age of 18 years may become a junior playing member of the Club if he is proposed by a full playing senior member who is up to date with his payments due to the Club under Rule 3 below. The proposal to admit any person to junior membership shall be put to the general committee and if approved, the person approved shall become a junior member of the club as soon as he shall have made payment to the Club of the amounts scheduled under Rule 3 below and the annual fees required by the Les Ormes Golf and Leisure On admission to membership a copy of the Club Rules and Bye-Laws shall be given to each new member. FEES, SUBSCRIPTIONS AND LEVIES The amount of the annual subscription to The Club for the ensuing season shall be decided at the Annual General Meeting. Annual subscriptions are due for payment by the 31st January in each year. Any member not having paid by this date shall not be entitled to play in any competition nor be allowed to vote at any meeting until such time as the outstanding monies have been received. In any event, Members whose subscriptions remain unpaid by the last day of February shall have their membership revoked. The annual subscription, entry fee and match fees payable by junior members shall be 50 per cent of that agreed at the Annual General Meeting for Full Playing Members MANAGEMENT OF THE CLUB The control of the Club shall be vested in the General Committee, which shall consist of the Captain, Honorary Secretary, Honorary Treasurer and four other members. The Captain, Officers and Committee members shall be elected at the AGM and hold office for two years but shall be eligible for re-election. The General Committee will appoint a Vice-Captain from within its number who shall hold Office for two years following appointment. The Vice-Captain shall retire form that post, but shall be eligible for election as Captain in the following year. The committee shall meet at least once every month and the Captain or in his absence, the Vice-Captain shall preside at all meetings. The General Committee shall promote competitions, revise handicaps, make awards and make rulings on any dispute between members relevant to the purposes of the Club which rulings shall be final The Officers of the General Committee shall be elected at the Annual General Meeting, which shall take place in November of each year. No member shall serve on the General Committee for more than four consecutive years unless any excess (or part thereof) over that term shall be as Captain. Nominations for the Captain, Officers and Committee members must be signed by a proposer and seconder who shall be members of the Club and handed to the Honorary Secretary not later than 14 days prior to the date of the Annual General Meeting. Nominations received after this date will not be accepted.All nominations shall be posted on the Club Notice Board not later than 7 days prior to the AGM. Should there be more nominations than there are vacancies the election shall be by ballot. Every member present and entitled to vote would be given a ballot paper with a printed list of nominations. Each member voting must vote for as many candidates as there are vacancies otherwise the paper will be invalid. The General Committee may from time to time appoint from their number and from the members of The Club such sub committees as they may deem necessary or expedient. They may depute or refer to them such of the powers and duties of the General Committee and shall conduct their business in accordance with the direction of the General Committee. Any such sub committee shall have a maximum of five members. At all General Committee meetings, four shall form a quorum. In the event of any vote being taken by the General Committee resulting in a tie, the Captain, or in his absence the Chairman of the meeting, shall have a casting vote. ANNUAL GENERAL MEETINGS An Annual General Meeting will be held once each year during the month of November. The notice convening the meeting shall be posted on the Club notice board twenty-eight days before such meeting and shall be sent to every member. The quorum for an Annual General Meeting shall be twenty members. Only full playing members have the right to vote at an AGM The Captain or in his absence, The Vice-Captain shall preside at all AGMs. The normal business of the AGM shall be:- a) To discuss a financial report and approve accounts for the year. b) To fix subscriptions to "the Club" for the ensuing year. c) To elect Officers and Committee members d) To appoint an Honorary Auditor. e) To transact any other business for which due notice has been given. At all Annual General Meetings of the Club the discussion shall be limited to the resolutions posted on the notice board but subject always to such amendments as the Chairman of the Meeting may deem it expedient to permit. On the recommendation of the General Committee, the Annual General Meeting shall have the power to elect Honorary Life Members in recognition of outstanding services rendered to the Club. Honorary Members shall have the same rights as ordinary members In the event that any annual general meeting fails to achieve a quorum, the chairman of the meeting, as defined above, shall call for the meeting to be reconvened within the next seven days, and post notice to that effect on the notice board of the club. In the event that any meeting so reconvened fails to achieve a quorum then the General Committee shall be empowered to hold a meeting for the purposes of transacting, with full authority, the normal business of an AGM as defined in section 5 above, and any resolutions passed at that meeting shall have the same status as if they had been passed at an AGM.
EXTRAORDINARY GENERAL MEETINGS The General Committee may call an Extraordinary General Meeting of the Club if any matter of urgent importance arises and shall be bound to do so within fourteen days of the receipt of a written requisition to that effect signed by not less than twenty members. Fourteen days notice of such meeting specifying the objects for which the meeting is convened together with the resolution to be proposed thereat shall be posted on the notice board and sent to every member having the right to attend. The right to attend speak, and vote at such Extraordinary General Meetings shall be those applying at Annual General Meetings of the Club. At all Extraordinary General Meetings of the Club the discussion shall be limited to the resolutions posted on the notice board but subject always to such amendments as the Chairman of the Meeting may deem it expedient to permit. In the event that any extraordinary general meeting fails to achieve a quorum, the chairman of the meeting, as defined above, shall declare the motions proposed for debate at that meeting to have failed. EXTRAORDINARY GENERAL MEETINGS - GENERAL PROVISIONS The chairman of any Extraordinary General Meetings of the Club shall be the Captain, or in his absence a general Committee member nominated by the Captain, or failing that such other member elected by the meeting. The quorum shall be twenty members present in person FINANCIAL YEAR The financial year of the Club shall end on the last day of August in each year. The report and accounts of the Club shall be presented to member's twenty eight days prior to the Annual General Meeting. RESIGNATIONS Any member intending to resign from the Club must notify such intention in writing to the Secretary prior to the first day of January in any year, in default of which any monies paid shall not be refunded. CONDUCT/DISCIPLINARY PROCEDURE The General Committee shall have the power to expel, suspend or take such other action as it shall think fit in respect of any member who refuses or neglects to comply with the Rules of the Club or who is guilty of any conduct which in the opinion of the General Committee is unworthy of a gentleman or is prejudicial to the interests of the Club. Any member of the Club shall have the right to call for disciplinary action in respect of any particular member by sending a notice signed by all the complaining members to the Secretary setting out the circumstances giving rise to such notice. The Secretary shall call a meeting of the General Committee, and submit such notice to them for consideration. No action shall be taken against any member without first inviting him to furnish an explanation of the circumstances complained of either in writing or personally before the general Committee at the members’ option. The decision of the General Committee shall be ascertained by ballot and shall be final. A member of the Club expelled by virtue of the provisions of this clause shall forfeit all right in and claim upon the Club. This does not affect his membership to Les Ormes Golf & Leisure Club though the Committee will advise Les Ormes of the member’s actions. The Les Ormes Management will then decide if the suspension or expulsion from "The Club" is to be applied to membership for Les Ormes Golf & Leisure Club. COMPLAINTS All complaints shall be made in writing to the Secretary who, should he be unable to remedy them, shall submit the same to the General Committee whose decision shall be final. ALTERATION OF RULES No Rule shall be altered and no new Rule made unless notice thereof shall have been posted on the notice board of the Club at least 14 clear days prior to the date of either the Annual or Extraordinary General Meeting at which such alteration or new Rule is to be discussed. Any amendments thereto shall be posted 7 clear days previous to the date of such meeting but the Chairman of such meeting shall have power to accept any amendment he may deem expedient, notwithstanding that such amendment shall have only been proposed at such meeting. No Rule of the Club shall be replaced, altered or amended and no new Rule created except by a majority of two thirds of the members present and voting at a General Meeting. Any such replacement, alteration or amendment so approved shall require ratification by a majority of two thirds of the members present and voting at a second extraordinary general meeting to be held no sooner than twenty one days and no later than twenty eight days after the original extraordinary meeting at which such replacement, alteration or amendment was approved. Every new Rule or alteration of Rule shall be and will remain posted on the notice board of the Club until such time as it may be incorporated within the printed Rules of the Club. The General Committee shall have the power to make bye-laws not inconsistent with these rules to meet temporary circumstances, and all such Bye-Laws, together with all alterations in the Rules for playing the game, shall be posted on the notice board of the Club and shall remain posted and in force until withdrawn. DUTIES OF SECRETARY AND TREASURER The duties of the Honorary Secretary and the Honorary Treasurer shall include the keeping of a nominal roll of all members; the keeping of true and correct minutes of each meeting; the banking of monies; the drawing up of an annual report in addition to the production of a statement of accounts for auditing; and such other duties as the General Committee may request. DRESS RULE The General Committee shall be entitled to lay down rules concerning standards of dress for Members and Guests of the Club. GUESTS Should a member bring a guest to the club or introduce any visitor who desires to play at the Club then the member shall accept responsibility for the conduct of the said guest or visitor within the facility of Les Ormes. RULES OF GOLF The game shall be played according to the Rules of Golf adopted from time to time by the Royal and Ancient Golf Club of St Andrews except in so far as they may be modified by the bye-laws of the Club. Any query or dispute concerning the rules of golf arising during any event organised by or under the supervision of the Club shall be referred to the General Committee or its appointed representative(s), whose decision shall be final and binding. RULES OF THE CLUB Members shall be bound by the Rules and Regulations of the Club, and if any doubt should arise as to the proper interpretation thereof, the matter shall be referred to the General Committee whose decision shall be final.
HANDICAPPING
On joining the Club, a new member will be required to complete a minimum of three scorecards for the course (played from the White Competition Tees), which must be duly verified and signed by a club member, and he will then be allocated a provisional handicap not exceeding 28. A member may also be required to play a round or rounds with a member of the General Committee at their discretion, before the provisional handicap is granted. The provisional handicap will be reviewed in the light of subsequent play and will be confirmed when the member has satisfied the General Committee with respect to his standard of play. Where a member is in possession of a handicap with some other Golf Club, this will be taken into consideration when allocating his provisional handicap. HANDICAP REDUCTIONS Handicap reductions will be made in accordance with the issued recommendations of the National Council of Golf Unions HANDICAP REVISIONS Member’s handicaps will be revised annually in accordance with the issued recommendations of the National Council of Golf Unions.
